§7 — Safety components for lifts

それ自体として昇降機指令の対象となる昇降機用安全部品は、指令附属書IIIに限定的に列挙された6区分の安全部品である。その他の部品は、昇降機設備の安全確保に重要な役割を果たす場合であっても、それ自体としては指令の規定の対象とならないが、関係する昇降機の安全に対するその影響は、それが組み込まれる昇降機設備の適合性評価において考慮される。第5条第2項に関するコメントを参照のこと。
The safety components for lifts subject as such to the Lifts Directive are the six categories of safety component listed exhaustively in Annex III to the Directive. Other components, even if they play an important role in ensuring the safety of the lift installation, are not subject to the provisions of the Directive as such, but their impact on the safety of the lift unit concerned is taken into account in the conformity assessment of the lift installation into which they are incorporated – see comments on Article 5 (2).
附属書IIIに沿って、自由落下及び制御されない上昇動作を防止する装置だけでなく、制御されない動作を防止するすべての安全装置が、安全部品の一覧に明示的に含まれている。したがって、いわゆるUCMP装置は安全部品の一覧の対象となる。
In line with Annex III, all safety devices to prevent uncontrolled movements are explicitly included in the list of safety components, not just devices to prevent free fall and uncontrolled upward movements. Hence, so-called UCMP devices are covered by the list of safety components.
上市されるためには、安全部品は附属書IVに従ったEU型式審査証明書を必要とする。指令2014/33/EUの下でのEU型式審査証明書は、2016年4月20日から発行することができた。第44条は、指令95/16/ECの下で発行された証明書は新指令の下でも引き続き有効であると定めている。
In order to be placed on the market safety components need an EU type examination certificate in accordance with Annex IV. The EU-Type examination certificates under Directive 2014/33/EU could be issued from 20 April 2016. Article 44 provides that certificates issued under Directive 95/16/EC remain valid under the new Directive.
指令95/16/ECの下で安全部品と定義されていなかったすべての安全部品（UCMP装置を含む。）であって、2016年4月20日より前に上市されたものは、次の二つのシナリオのいずれかに従い、引き続き市場で提供し、使用開始すること、すなわち新しい昇降機に組み込むことができる。
All safety components that were not defined as safety components under Directive 95/16/EC (incl. UCMP devices) and that were placed on the market before 20 April 2016 can continue to be made available on the market and put into service, meaning to be incorporated into new lifts following one of the two scenarios below:
1) 指令2014/33/EUに定義する安全部品（UCMP装置を含む。）について、同指令の下で届け出られたノーティファイドボディが2016年4月20日より前に発行した証明書は、安全の観点からさらなる試験及び／又は技術審査が必要であることをノーティファイドボディが証明しない限り、さらなる試験又は技術審査なしにEU型式審査証明書に直接置き換えるべきである。
1) Certificates which have been issued for safety components as defined in Directive 2014/33/EU (incl. UCMP devices) by notified bodies notified under that Directive before 20th April 2016 should be directly replaced by EU type examination certificates without further tests or technical examination, unless the notified body demonstrates that from a safety point of view further tests and/or technical examination are needed.
2) 指令2014/33/EUに定義する安全部品（UCMP装置を含む。）であって、ノーティファイドボディではないその他の適合性評価機関により評価されたものは、ノーティファイドボディからEU型式審査証明書を取得する必要がある。ノーティファイドボディは、当該装置の審査において、既存の証明書及び以前に実施された試験を十分に考慮しなければならない。
2) Safety components as defined in Directive 2014/33//and (incl. UCMP devices) which have been assessed by other conformity assessment bodies that were not notified bodies will need to obtain an EU type examination certificate from a notified body. In its examination of the device the notified body shall take due account of the existing certificate and previous tests carried out.
