§192 — Detection of overspeed

昇降機には、調速機を備えなければならない。
1.4.2. Lifts must be equipped with an overspeed governor.
これらの要件は、駆動方式の設計により過速度が防止される昇降機には適用しない。
These requirements do not apply to lifts in which the design of the drive system prevents overspeed.
調速機（又は過速度制限装置）の機能は、搬器の過大な速度を検出し、搬器の自由落下を防止する装置の作動を起動することである。調速機は、搬器の制御されない上昇動作を防止する装置の作動を起動することもある。3.2に関するコメントを参照のこと。
The function of an overspeed governor (or overspeed limitation device) is to detect excessive speed of the lift carrier and to trigger the operation of devices to prevent the free fall of the carrier. An overspeed governor may also trigger the operation of a device to prevent uncontrolled upward movement of the carrier – see comments on point 3.2.
Overspeed limitation devices are safety components listed in Annex III, item 3.
電気式及び油圧式昇降機の調速機及び上昇搬器の過速度保護手段に関する仕様の例は、規格EN 81-20:2020の5.6.1、5.6.2.2.1.1、5.6.3、5.6.4、5.6.6項に示されている。調速機の試験は、規格EN 81-50:2020の5.4項に示されている。上昇搬器の過速度保護手段の試験（EHSR 3.2に関するコメントも参照）は、EN 81-50:2020の5.7項に示されている。傾斜した経路を有する電気式昇降機については、規格EN 81-22:2021の5.6.9及び5.6.10項が同様の仕様を示している。調速機の試験は、同規格の附属書F3に示されている。
Examples of specifications for overspeed governors and ascending carrier overspeed protection means for electric and hydraulic lifts are given in clauses 5.6.1, 5.6.2.2.1.1, 5.6.3, 5.6.4, 5.6.6 of standard EN 81-20:2020. Tests for overspeed governors are given in clause 5.4 of standard EN 81-50:2020. Tests for ascending carrier overspeed protection means (see also comment on EHSR 3.2) are given in clause 5.7 of EN 81-50:2020. For electric lifts with inclined path, clauses 5.6.9 and 5.6.10 of standard EN 81-22:2021 provides similar specifications. Tests for overspeed governors are given in Annex F3 of this standard.
1.4.2の第2段は、序文第1項に従い、過速度のリスクをもたらさない駆動システム（例えば一定のねじ駆動システム）を有する昇降機には調速機を必要としないことを認めている。
The second paragraph of point 1.4.2 allows that, in accordance with the preliminary remark 1, lifts with drive systems (for example, certain screw driven systems), that not present a risk of overspeed do not need an overspeed governor.
