§60 — Technical specification

「技術仕様」とは、製品が満たすべき技術的要件を規定する文書をいう。

これは、適用される法令及び／又は分野別の規定に従い、製品又は製品の類型に関する様々な種類の技術的要件を含む非常に一般的な概念である。技術仕様は、規格、又は権限を有する専門家若しくは公的若しくは民間の組織が作成したその他の技術文書により示されうる。技術仕様は、「必須要件」として「最低限」を定めることも、製品の設計及び製造に関する具体的な技術的解決策についてより詳細なものとすることもできる。
This is a very general concept that includes different kinds of technical requirements for products or categories of products, according to applicable legislation and/or to sectoral provisions. Technical specifications can be provided by standards or any other technical document drafted by authorised experts as well as by public or private organisations. They can establish a "minimum" as "essential requirements" or can be more detailed in terms of specific technical solutions for design and manufacturing of a product.
ニューアプローチは共通の必須要件を法令により強制的なものとすることを求めているため、このアプローチは、必須要件（§ 71を参照）と技術仕様とを区別することができる場合にのみ適切である。
Since the New Approach calls for common essential requirements to be made mandatory by legislation, this approach is appropriate only where it is possible to distinguish between essential requirements (see section § 71) and technical specifications.
