How to apply the Pressure Equipment Directive (PED) to a pressure accessory equipped with a safety accessory?

Answer
両方の付属品を組み合わせることにより、圧力付属品が安全付属品になるわけではない。組合せは、個々の品目の異なる機能を拡張するものではない。
The pressure accessory does not become a safety accessory by putting both accessories together. The combination does not expand the different functions of the individual items.
両方の付属品は、適切な適合性評価及びマーキングの対象とならなければならない。
Both accessories shall be subjected to appropriate conformity assessment and marking.

安全付属品を備えた圧力付属品は、第2条第6号にいう機能的全体を構成しないため、組立品ではない。PEDガイドラインC-08も参照のこと。
A pressure accessory equipped with a safety accessory is not an assembly because it does not constitute a functional whole as per Article 2 (6). See also PED Guideline C-08.
