いいえ。第1条第2項(a)によれば、「…設備（陸上又は海上）へ、又は設備から…あらゆる流体を輸送するために設計された配管システム」は指令から除外される。これは地域暖房用のパイプラインを対象とするが、例えばボイラー室及びポンプ場における標準的な圧力機器は含まれる（PEDガイドラインA-17を参照）。
No. According to article 1 paragraph 2 (a) "…a system of piping designed for the conveyance of any fluid …to or from an installation (onshore or offshore) …." is excluded from the directive. This covers pipelines for district heating, whereas standard pressure equipment in e.g. boiler houses and pumping stations are included (refer to PED Guideline A-17).
