Answer

第4条第3項の対象となる圧力機器は、附属書Iの必須安全要件を満たす必要はなく、したがってそこに含まれる材料要件の制度の対象とならない。

Any pressure equipment covered in Article 4 paragraph 3 does not have to meet the Essential Safety Requirements of Annex I and consequently does not fall under the regime of the material requirements contained therein.
