7.2.1 — Annex III procedure — EU-type examination and conformity to type based on internal production control

製造業者は、ノーティファイドボディへの委任において、評価を受けるべきREDの必須要件を定める。例えば、製造業者は、EMC（指令第3条第1項(b)）及びスペクトルの効果的な使用（指令第3条第2項）に対する評価を求め、安全の問題（指令第3条第1項(a)）は対象としないよう求めることができる。
The manufacturer lays down in a mandate to the notified body the essential requirements of the RED have to be assessed. For example, the manufacturer could require the assessment against EMC (Art. 3.1.(b) to be covered by the Directive) and the effective use of the spectrum (Art. 3(2) of the Directive) and not require the safety issues to be covered (Art. 3(1) (a) of the Directive).
ノーティファイドボディが、既にノーティファイドボディのEU型式審査証明書が存在する無線部分を含む機器の技術文書を審査する場合には、当該ノーティファイドボディは、当該製品部分の評価を繰り返す必要なく、以前の審査の結果を受け入れることができる。
Where a notified body performs an examination of the technical Documentation of an equipment that contains a radio part for which already a notified body EU type examination Certificate is available then the notified body may accept the results of that previous Examination without the need to repeat the assessment of that product part.
指令は、機器が「適切に設置され、保守され、意図された目的のために使用される」場合の適合を求めている。したがって、ノーティファイドボディは、そのEU型式審査が適切に限定され、誤解の余地がないよう、機器の明らかな用途と記載された
The Directive requires compliance when equipment is “properly installed and maintained and used for its intended purpose”. The notified body shall therefore note any inconsistencies between obvious uses of the equipment and the stated

intended purpose so that its EU-Type Examination may be suitably qualified and is not open to misinterpretation.

An aspect relevant to the intended purpose may be the number of units of equipment likely to be put into service and their overall potential for harmful effects to the radio spectrum.
スペクトルの管理は本質的に引き続き国の事項であるため、意図された使用場所の周波数計画及び関係加盟国の関連するインタフェース規則を考慮することが不可欠である。この文脈において、「場所」とは、物理的な配置だけでなく、関連する環境要因も意味する。場合によっては、関係加盟国の周波数当局と直接連絡をとる必要がある。
Control of the spectrum remains essentially a national matter and so it is essential to consider the spectrum plan for the intended location(s) of use and any relevant interface regulations for the Member State(s) concerned. In this context “location” implies not only the physical placement but also any relevant environmental factors. In some cases, it may be necessary to liaise directly with the spectrum authority for the relevant Member State.
ノーティファイドボディは、そのEU型式審査証明書を、指令の要件及び技術文書の専門的評価にもとづかせなければならない。その時点で利用可能なその他の関連するEU法令、標準化文書、ECC報告書やREDCA技術指針ノートなどの技術的参照を考慮することができる。
The notified body must base its EU-Type Examination Certificate on the requirements of the Directive and on the professional assessment of the technical dumentation. They may take into account relevant other relevant EU legislation, standardisation documents, technical references as ECC reports or REDCA Technical Guidance Notes available at that time.
EU型式審査証明書は、側面全体について、例えば健康及び安全（第3条第1項(a)）のみ、EMCD（第3条第1項(b)）のみ、無線スペクトル（第3条第2項）のみ、又はその他（第3条第3項(d)、(e)、(f)など）若しくはその組合せについて発行される。マルチ無線製品の場合、一つの無線部分にOJEU掲載の整合規格がない場合には、EU型式審査証明書はすべての無線部分を対象とすべきである。条全体を評価する必要があるため、これにはOJEU掲載の整合規格が利用可能な無線部分も含まれる。ただし、各条は互いに独立しており、異なる条について異なるノーティファイドボディを用いることができる。
The EU Type Examination Certificate is issued for whole aspects e.g only for Health & Safety (3.1a), or only for EMCD (3.1b), or only for radio Spectrum (3.2) or the rest (3.3 d, e, f etc) or a combination thereof. In case of multi-radio product, if one radio part does not have the harmonised standard listed in OJEU, then the EU Type examination certificate should cover all radio parts. This would also include the radio part whose harmonised standard listed in OJEU is available, as whole article need to be assessed. However, each article is independent of each other, and different Notified body can be used for different articles.
附属書IIIは、EU型式審査証明書の書式及び内容に関する指針を示していない。その他のすべての点において、ノーティファイドボディは独自の書式を自由に選択でき、製造業者の詳細、適合性評価手続、参照規格、意図された目的その他の備考／所見などの追加の情報を含めることができる。
Annex III does not provide guidance on the format and content of the EU-Type Examination Certificate. In all other respects, a notified body is free to choose its own format and may include additional information such as the manufacturer’s details, conformity assessment procedure, reference standards, intended purpose and other remarks/observations.
ただし、ノーティファイドボディは、証明書について次の側面を考慮しなければならない。
However the notified body shall take account of the following aspects for the Certificate:
表題は「指令2014/53/EU — ノーティファイドボディEU型式審査証明書」又は類似の文言とし、「意見」や「宣言」などの語の使用を避ける。
Title “Directive 2014/53/EU — Notified Body EU-Type Examination Certificate” or similar text and avoiding the use of words such as “opinion” and “declaration”.
証明書に記載する事項：
Insert on the Certificate:
ノーティファイドボディの名称、住所など（関連する場合にはロゴ）
Notified body Name, address etc., (logo if relevant).
ノーティファイドボディ番号
Notified body number.
EU型式審査証明書番号 — これはEU型式審査証明書の固有の番号でなければならない。該当する場合には、改訂番号及び／又は写し番号を含めなければならない。
EU-Type Examination Certificate number - this shall be the unique number of EU-Type Examination Certificate. A revision number and/or copy number shall be included if applicable.
証明書の発行日及びその有効期間（要件の適用日より前に発行することができる。）。申請者の詳細：EU型式審査証明書を求める当事者の名称、住所など
Date of issue of the Certificate and its Validity (can be issued before the date of applicability of the requirements)Applicant details. Name, address etc. of the party requiring the EU-Type Examination Certificate.
無線機器の明確な識別。目的は、第三者が当該物品を一意に識別できるよう、次の一覧のうち最低限の情報を示すことである。
Clear identification of the radio equipment. The goal is to give the minimum information from the following list such that a third party would be able to uniquely identify the item in question.
無線機器の説明（ブランド／商号、モデル／型式の名称、並びに（REDへの適合に影響する場合には）ハードウェア及びソフトウェアの改訂を含む。）
Description of radio equipment, including brand/trade name, model/type designation, hardware and software (where it affects the RED conformity) revision.
考慮した製作状況／設計文書の参照
Reference of any build status/design Documentation taken into account.

Technical Documentation identification
文書の実際の物理的形式にかかわらず、考慮した文書などの一意の識別

Certification text - the text stating whether or not the radio equipment is compliant.
権限を有する署名者（署名者の氏名の活字表記を含む署名欄）
Authorised signatory (signature block including printed name of the signatory).
