10.6 — Relationship between the RED and Directive 2013/35/EU

欧州連合においては、労働者の健康及び安全を確保するための一般的な取決めは、枠組み指令（89/391/EEC）に定められている。指令2013/35/EUは、本質的に、作業時の電磁界（EMF）という特定の状況について枠組み指令の目的をどのように達成するかについて追加の詳細を示すものである。
Within the European Union, the general arrangements for ensuring the health and safety of workers are set out in the Framework Directive (89/391/EEC). The Directive (2013/35/EU) essentially gives additional detail on how to achieve the objectives of the Framework Directive for the specific situation of work electromagnetic fields (EMF).
REDは、子ども、成人、健康上の問題を抱える人などの一般公衆向けか労働者向けかを問わず、製品に適用される。これは、REDの下の無線機器は、EMFのリスクにも対処して、すべてのエンドユーザーにとって安全でなければならないことを意味する。
The RED is applicable to products whether they are intended for the public such as children, adults, people with health issues or for workers. This means that radio equipment under the RED must be safe for all end-users, adressing also EMF risks.

EMF harmonised standards cited in support of the RED follow the limits set out in Council Recommendation 1999/519/EC, for radio equipment intended for use by the general public, and the limits set out in Directive 2013/35/EU, for radio equipment used intended for workers in a working environment.
無線機器とともに提供すべき安全上の指示の一部として、当該機器の製造業者は、特別な注意が必要な場合には、意図された使用を非常に明確にし、必要な安全上の指示を示すため、使用者向けの指示を含めるべきである。
As part of the safety instructions to be provided with the radio equipment, manufacturers of such equipment should include instructions to the user in case of any necessary special care to make the intended use very clear and provide the necessary safety instructions.

This will also help the person responsible for assessing the safety of such products under Directive 2013/35/EU.

Directive 2013/35/EU is not a EU product harmonisation legislation Directive, this means that the EU-DoC should not contain references to that Directive. The instructions can contain additional information to help assessments under that Directive.
