3.2 — Essential requirements applicable to all radio equipment

すべての無線機器は、次のことを確保するよう製造されなければならない。
All radio equipment shall be constructed so as to ensure:
RED第3条第1項(a)：人及び家畜の健康及び安全の保護並びに財産の保護。指令2014/35/EU（LVD）に定める安全要件に関する目的を含むが、電圧の限度は適用されない。
Article 3.1.a RED: the protection of health and safety of persons and of domestic animals and the protection of property, including the objectives with respect to safety requirements set out in Directive 2014/35/EU (LVD), but with no voltage limit applying;
したがって、GSM端末などの電池式の無線機器もこの必須要件の対象となり、電磁界への人体ばく露の限度値が遵守されることを確保しなければならない。この点に関し、製造業者は、合理的に予見可能な使用条件も考慮しなければならない（RED第17条第1項）。
Therefore, battery-operated radio equipment, such as a GSM handset, is also subject to this essential requirement and has to ensure that, the limits for human exposure to electromagnetic fields are respected. In this respect, the manufacturer has also to take into account the reasonably foreseeable conditions of use (Article 17.1 of the RED).

RED第3条第1項(a)はLVDの安全目標を相互参照しているが、LVDの安全目標には精神的健康（消費者の認知能力にリスクを生じさせないこと、又はうつ、不安若しくは睡眠の質の低下を引き起こさないこと）への言及はない。この側面については、適用される場合には一般製品安全規則（EU）2023/988（GPSR）が関係しうる。
Article 3.1a of the RED cross refers to the safety objectives of the LVD which do not have any references to mental health (not creating risks for consumers’ cognitive abilities or causing depression, anxiety or poor sleep quality). For this aspect, the General Product Safety Regulation (EU) 2023/988 (GPSR), when applicable, might be of relevance.
