輸入業者は、EU域外の製品を最初にEU市場に出す事業者です。製品の設計には関与しませんが、次の点を上市前に確認しなければなりません。
さらに、輸入業者自身の名称と連絡先を製品（できない場合は包装や添付文書）に表示し、EU適合宣言書の写しを10年間保管します。
