越境ECの拡大を受けて、市場監視規則で新たに定義された経済事業者です。郵便事業者や小包配送事業者などは除かれます。
EU域外の事業者がEU域内の倉庫から直接消費者に出荷するようなケースでは、製造業者・輸入業者・認定代理人がいなければ、フルフィルメントサービス事業者が市場監視規則 第4条の「EU域内の責任者」になります。この場合、EU適合宣言書の確認、当局への情報提供、リスクがある場合の通報などの任務を負います。
